Ah, 9.8 not 9.5, and 200m not a full lap. The timing and use of "round" implying a full lap made me think he might have cruised round Calshot, where a 9.5 flying lap is decent without being spectacular (I've done <11s). 19s for a flying 200 is really ponderous, just 23mph.

To be fair mine was the full lap and only last week on my first taster session.
