I wouldn't take the risk.
Cutting threads is weakening material. Like making cracks.
If it's done in a controlled and quality controlled environment (by design, in a decent workshop/factory) it could be okay.
But a 1" steerer has an outer diam. of 25.4mm and an internal diam of 22.2mm, so ther's not much material left. Doubt if that can be done with alu. Not talking about cut threads yet...
