The Police amped up the perceived threat level in the first place, days, weeks before the protests. They then had the justification they needed to act like paramilitary bully boys. Fundamentally, grown men (Polis or otherwise) should not be allowed to beat down on a Woman with their fucking big black sticks unless she poses an immediate and real danger - it's quite clear that she didn't.
