the ISO BSD (which i wrote about and you quoted) is pretty much irrelevent due to the difference in tire widths. basically 26" wheel is 26" in diameter, 700c wheel is 27" in diameter, thus, an extra 1/2" of clearance is needed below the crown, he has one inch.

700c BSD (width of the rim) = 622mm
700c rim+tire diameter with 23c tire = 622 + 23 + 23 = 668mm = 26.3"
so an extra 0.2" is theoretically (assumed the 26" wheel has a 2" tire, and as actual tire width may differ from advertised) needed under the crown, he has 0.5".
