without tire, 26" (660mm) is 559mm (22"), 700C (27.6") is 622mm (24.5") so yes they will likely fit.
but why not just get a 700c wheel and try it.....

the ISO BSD (which i wrote about and you quoted) is pretty much irrelevent due to the difference in tire widths. basically 26" wheel is 26" in diameter, 700c wheel is 27" in diameter, thus, an extra 1/2" of clearance is needed below the crown, he has one inch.
if you want a clear, and precise description.
700c BSD (width of the rim) = 622mm
700c rim+tire diameter with 23c tire = 622 + 23 + 23 = 668mm = 26.3"26" BSD = 559mm
26" rim+tire diameter with 2" tire = 559 + 50 + 50 = 659mm = 25.9"so an extra 0.2" is theoretically (assumed the 26" wheel has a 2" tire, and as actual tire width may differ from advertised) needed under the crown, he has 0.5".

Thanks a lot for your help! So essentially its just a case of more rim, less tyre, with a couple fractions of an inch extra? Sounds like it should be fine.
Unfortunately I don't have a 700c wheel about where I am or I would, of course, have tried it!
I know there are a few threads around this topic, but I couldn't find a conclusive answer.
I'm refurbishing an old racer that currently has 26" wheels. I intend to fit a pair of 700 x 23, but i'm not sure I'll have enough clearance at the fork.
It depends on tyres, I'm sure, but can anyone tell me roughly how much wider a 700c wheel is than a 26"? I have around an inch clearance at the fork, at present. Will 700's fit?
