If there is no gas to the building and it is an apartment block you likely would not be allowed to have it installed anyway.
Some say it's safety issues, others that it is down to cost, either way, if there is no gas don't even bother thinking about it.
Gas is nice but elec is fine.
IMHO resale value would potentially drop if you got rid of the storage heater instead of just replacing the time clock or element as the purchaser might like baths as well as showers. I've no idea what has blown on the heater and I'm away for a month so can't help but get it properly checked out.
