There is no such thing as a Campag track frame - it's either nicked or you've been sold a pup - you're either an idiot or a crook - I suspect the former..............
Campagnolo stickers refer to the dropouts and the track ends. The frame is RIH, can't tell what the tubing is. In a similar way you sometimes see frames with Cinelli stickers, when the lugs and/or bottom bracket are by Cinelli, even though the frame itself is not.
I don't know if this is Austrian or NL RIH. A source in another bike forum has this to say:
RIH Austria are top-notch racing bikes, and I have only seen road models. RIH Holland are strongly built racing frames, built for Kermesse races, and track. Both are quality frames.
