What DC wants is a bit like that, but with a join so that the cover can be hooked onto spokes with clips at one point, then wrapped around the circumference of the wheel until you reach the start point, at which hooks on the other end of the cover are again clipped onto spokes. This way, as the man said, you can put them on the wheels without removing the wheels from the bike!
I have some in which the elastic with the hooks on reached the end of its natural life after about 27 years and so I bought some elastic on ebay and restored my wheel covers to like new! (almost). My wife was surprised I bothered but now I'm glad I did.
