Its just there to stop the spacers rattling about in transit.
Undo the nut in the steerer cap thing, take off the cardboard. Pop the stem on the steerer, line it up, pop the cap back on and tighten it down just a little, then tighten up the stem bolts, then back off the cap such that it just tight enough to stay on.
The cap is just to clamp the stem down whilst you are doing up the stem bolts.
