I was discussing this just yesterday.
I think that it should be an 'opt out' system rather than an 'opt in' one, so it is taken for granted that you will donate organs unless you are on the opt out list.
This is the compromise solution, my personal feelings on it is that it should be mandatory and no one should have the choice to refuse on any grounds....
