problem with this kind of shit is that constant talk of cyclists knocking down peds and riding off is extremely extremely extremely exaggerated. cars are registered, but doesn't stop them hitting people, driving off, getting away with it, and causing more damage. and a tax on cyclists? for what damage? cyclists don't cause potholes.
