We use the Cycle to Work scheme as an employee incentive as part of our overall drive to get employees onto bikes. We have an interest in having as many employees as possible cycling because cycling employees are likely to be less ill, get in earlier and be more energetic and fit (unless the twats come off their bikes and spend an inordinate time with ensuing medical issues).
For the cycle to work scheme to work, employers need an incentive to make it work. It is difficult to see where the SLC's incentive would come from.
