Propose to cut things that are really good, and worthy, and fairly cheap, and well loved by influential media types, and that don't directly compete with commercial offerings (see public-service worthiness).
Await howls of protest pointing out insanity of proposed cuts, plus relative silence from commercial interests who realise these cuts won't do them much good.
