excessive_machine, by all means report it to the police asap. Whether they can take action is another matter, but if you have the registration at least get it on their system. It can bite if that driver/car is reported again. Do you have witnesses? This is vital for a successful prosecution. Unfortunately, it has to be said that unless the case is very clear-cut, it might well not get acted upon. I'd recommend the attitude of taking it as far as you can even if it doesn't come to a successful prosecution. There is a lot of under-reporting of such 'minor' (not my view of them) incidents and that has to be changed. Good luck.
