the thing is, for a short person, they need a shorter reach, thereforth the top tube will need to be pretty short, says, 52cm or less, and because of the short top tube, the front wheel is closer to the pedal than your normal sized bicycle (depending on the geo though, some frame have a really relaxed headtube angle/relaxed fork putting the wheel a bit further away from the pedals)
