tilover, you might want to look into 650c wheels bicycle, not 700c, as the proportion of a 650c wheels to a tiny lass is the same as a 700c to the average height person, I feel a 49cm frame will be too big for her (the missus ride a 48.5cm 700c frame and she's 5'4).
may I direct you to the IRO Mark V HD which is a 650c version design of the original Mark V for those who are under 5'3? you can get it frame only with a bit left over for 650c wheels and use the rest of your bit and bob to build it up.
