The retaining arm thing that coasters need (on the NDS) would be a problem as that would be on the fixed side.
Build two wheels.

theoretically you could set up a hub with 2 rings on the same side.
first would be the one for the coaster brake and then second further in which could be attached directly to the hub shell and would be fixed. all you need is 2 rings on the front and you're sorted.
disclaimer - this probably only exists in my head, also it probably only works in my head too.

As Skully has mentioned, the thing that stops a coaster brake is a little arm that clips onto the chain stay. If you flipped the wheel over, it would just dangle and all kinds of trouble would come of it.

Why would the reaction arm cause a problem when the wheel has been flipped?
I think I understand why it could cause a problem normally trying to unscrew itself, but with the wheel effectively turning the other way would it not just think it was free wheeling???

at the very least, it would make an irritating noise
Do flip flop hubs with a backpedal brake on the freewheel side exist? If so could someone point me in the correct direction please?
