You need a 650c bicycle, not a 700c.
sadly that mean you'll need to spend about £400, there an IRO called the HD designed for people who are 5'3 and under, with 650c wheels, it's just the same as a taller person with 700c (same proportion).
there's a Fuji Track that have a 650c wheels too.
