well seeing as team riders went to pegoretti for their frames and then had them painted up as colnago/pinarello etc then yes there is a case for saying that.
indurains tour winning pinarello was a pegoretti.
his bikes won the tour 7 times. there must be a reason top riders went to him for their bikes.

the main difference is pinarello do not build an oversize steel bike (AFAIK)
they ride differently than old fashioned lugged frames, I guess you have to ride one to tell the difference.
there are a few Italian builders using spirit in O/S tubes out there not just pegoretti.
enigma in brighton use columbus spirit tubes too
