i tink diacompe make a kit for this, just the clamps, to attach a brake to.

PM tobysowen, he has been trying to sort one of these out for weeks through TFG, probably knows a fair bit about what you want/need.

I don't think it's possible to buy the Dia Compe brake as a mounting plate only. You'd likely be able to use a rear brake bolt or rear brake with some washers to mount it. Your best bet is to buy the Dia Compe brake and sell the components you don't need and replace the brake with you own. You could even scavenge parts from the Dia Compe brake.

Yeah maybe best. I have some nice Campag brakes I'll get rid of.
Is this possible? Probably with some welding no?
Anyone know of anywhere that does this?
