What about the Belleri porteur bars? VO has sold out of their NOS but they do their own affordable version now. Here.

Sounds good... then strip em if you want shiny... could be worth it ... bit of wire wool after a dip in cautsic soda and Bob's yer uncle (watch what you do with that stuff though, or Bob could end up your aunt).

... except they're 31.8mm diameter so won't fit quill stems.

Bikefix sell a cheap (but actually fairly ok) bar by humpert called the Toulouse.

Not sure if anyone imports them to OZ though. Here is Humpert's page for them.

I saw the VO Porteur bars as well, they’re kinda similar.

I’ve got one place I’m going to check out this weekend, if not, I might bite the bullet and get the VO ones.
