Hmm. The problem is they now stick soldiers, etc, in packs in big ol' trucks and lug 'em round that way. They'd be much fitter if they had to cycle everywhere (i.e. free fitness training!) and the world would be a better place.
Just imagine how many stealth missions could be done by bike...
