i ran lots of 23c tyres on dish wheels no problem. I did have your problem with one tyre though.
Crazily enough there is actually a tool you can buy to align the tyre bead on the rim although its unnecessary. follow what people have been saying about pulling it around to make it seat properly. Another old trick is to pump the tyre up until the bead pops into place. with my problem tyre ( a vittoria zaffiro max.145psi) I had to pump it to 160psi to get it to pop into the right position. That technique is pretty scary and i would only do it as a last resort
