Sounds like you haven't ensured that the bead is aligned right all the way around before fully inflating. I couldn't find any info on the Charge site about the width of the rim, but if it's too narrow or too wide and your tyre is a non-folding one, then you generally have to have not only the right sized inner-tube but also to make sure that the bead is lined up with the groove on the rim all the way around.
I'm running Schwalbe Marathon Plus at the moment and they are a bitch to get on too. Just go around double and triple checking that the bead is seated on the rim whilst you pump it up.
