Before fully inflating, spin the wheel to find the 'odd' bit. Grab the tyre and drag it from the side it's sticking out on. It's probably just the bead tyre gripping the rim.
Or you could have a buckled rim (spin the rim alone and sight it for any wobbles).
Could also be a worn/faulty tyre. Swap front to back and see if you have same problem. -

Sounds like you haven't ensured that the bead is aligned right all the way around before fully inflating. I couldn't find any info on the Charge site about the width of the rim, but if it's too narrow or too wide and your tyre is a non-folding one, then you generally have to have not only the right sized inner-tube but also to make sure that the bead is lined up with the groove on the rim all the way around.
I'm running Schwalbe Marathon Plus at the moment and they are a bitch to get on too. Just go around double and triple checking that the bead is seated on the rim whilst you pump it up.

I had the same issue on a set of Navigator Pistas and Hard case tyres. Don't think they ever went on completely straight after a long time trying, pulling on tyre while pumping only to find it had gone wrong somewhere else etc,.
Can sometimes pump your way out of it with the tyre popping onto rim once fully inflated but these just wouldn't have it.I put that down to the rims as the tyres were fine on other rims and all tyres were hardwork on the Navigator rims.

i have a similar problem on mine, with the same tyre/rim combination. I can get it near enough with a bit of persistence. I am thinking of changing to some halo twin rails which are 24c rather than 28c, I think they'll be easier to line up as they're thinner

fieldcoil i tried to put 700/25's on my dish wheels. i couldn't get them to go on. I think 28's are the smallest you can get on dish wheels. -

i ran lots of 23c tyres on dish wheels no problem. I did have your problem with one tyre though.
Crazily enough there is actually a tool you can buy to align the tyre bead on the rim although its unnecessary. follow what people have been saying about pulling it around to make it seat properly. Another old trick is to pump the tyre up until the bead pops into place. with my problem tyre ( a vittoria zaffiro max.145psi) I had to pump it to 160psi to get it to pop into the right position. That technique is pretty scary and i would only do it as a last resort

it can be about sex if you like shagging tyres I suppose. Definitely need the lube as the rubber in contact with your delicate skin will cause all sorts of issues.

Can I run Halo 24 tyres on charge dish wheels? are are they too small?

Charge Dish = 700c (around 28inch) Halo 24 = 24inch
so yes they are too small. -

OK this is driving me up the wall.
I have charge dish wheels, with kenda kwick roller 700 x 28 tyres.
I can never get the tyres to run straight what I mean is when I get the tyres on the rims and spin em in the frame they dont run straight like their not on the rims right its like they are on the rim wrong, like say 1/2-1mm kind of pulled over to one side of the wheel rim. I dont mean like a buckled wheel I mean like if you put a ruler across the frame right up close to the road contact area of the tyre and spin the wheel, half of the tyre would hit the ruler, and half wouldn't lik ethe tyres not on right. Now I've had these tyres and tubes on off these rims probably about something like 20 times! The tyres just wont go on straight. I thought it might be because charge dish wheels need long valves, so I made sure I used long valve tubes but it makes no difference!
What the hell is going on, why wont the tyres go on straight?
