What frame is that? Looks like it was quite lovely.
Mercian will do a new head-tube + lugs for £85 - given that they are not cheap and are probably quoting for decent lugs (hopefully yours can be re-used) I'd guess it is not too hard a job. Mario Vaz's brother seems to be a popular choice, I think he can be found at the numbers here:

Due to cunts on the road being utter cunts and unable to drive decently in London, my headtube has been neatly sheared close to the lugs. Aside from the advice given on the Who to repair my frame? thread (which isn't hugely helpful as I need more than just a hole being filled), does anyone know who and where in London would be good to essentially rebuild the front of my frame?
I figured the jolly chaps on the forum would be able to recommend some decent frame builders who could take on fixing my mishap, as I am pretty clueless.
