PC limits your range of colours - you could have green + glitter clear laquer. Do a search on here for threads related to respraying (there are lots) they'll ans. all your questions.
Sure I heard that you can still PC with chrome. Best to call armotex direct as they actualy know what they're talking about - most of the ans. you'll get will be 2nd hand knowlege (inc. mine).

Bottle cage mount can easily be added by frame builder (trad braze-on ones) or DIY with care (pop-rivet stylee).
Powder coating a frame with chrome on it is not a problem as long as the chrome is in good condition and well applied - if you are getting the chrome re-done this should not therefore be an issue. Armourtex masked an successfully PC'd a frame with slightly dubious chrome recently, they took extra care with it for this reason. However they will need persuading to do any 'fancy' masking shapes that you see on trad paint jobs. Colour Tech in Kent do the full-on fancy repro paint jobs with decals over chrome but this is more expensive and less durable.

When I worked in a metal surface treatment factory, part was always plated before paint.

Two things:
Thing the first - is it possible to get extra water bottle cage mounts fitted to a steel frame?
2: A very common subject.
I'm planning on getting my new frame stripped, the rear ends chromed and then painted with new decals.
Presumably having chrome on the frame limits how the how it can be painted - I'm assuming that the heat used in powder coating will damage the chrome.
Ideally I want a metallic candy apple green - I'm thinking that two pack is the best option.
What say you?
