Looks ok but tight to me too. It definitely looks like an Orrell fork as well.

I think it's just extremely tight geometry, no?
I just rode it down to my LBS to borrow some headset spanners, and he mentioned as well that the clearance between front wheel and down tube shouldn't be that tight.
But then he didn't know what 531 was, so lord knows.

That look pretty normal, Fox's Orrell seemed to be fairly relaxed for a track frame.

Of course the clearance should be that tight. That fork is definitely designed for a 700c.
