I think the '?' after the head and seat angles is to indicate that these angles may change depending what for/wheel/tyre you use.
The Scissor fork is quite short so that fork plus a 28 tyre would result in a steeper angle than a long fork with a 32 or 38 tyre.
more likely that they didn't know and haven't updated their website. Not standard practice to put ? just in case people use different tyres or forks, it has to be set on some configuration.
Visually the frameset looks steeper than the angles suggest (which is good!)
