It's a track/path frame so could be ridden with mudguards and brakes on the road and on the track. Back then people weren't as affluent so bikes were a bit more multi-purpose.

Yeah - I wondered about that, but there are braze-on's for Downtube shifters and guides for gears....
...just thought it might have been modified or a TT?
