Has horizontal drops and i like peugeots so would say yes. Though hope you didn't pay a shitload for it because obviously it's seen better days...

Hmmm. Pedals, suicide levers, downtube shifters and steel seatpost identify it as late 70s early 80s and not very high quality. Peugot built some nice bikes and some rather cheap ones, just like Raleigh. It used to be the case that even a cheap Raleigh/Peugot had a certain basic quality of build, but nothing special. Hard to see if the frame sticker top of downtube is 531 - it might be but I doubt it. Ideal for a fixed conversion but won't be brilliant or very light, and you won't be able to use many of the parts except bars/stem. But it ain't a shit-hot frame. Those steel cranks are the giveaway. And check those forks. They look like they might be bent a bit. Sorry not to be able to be more positive.

Looks like a good enough frame for a first fixie conversion. Go for it!

Make sure you remove the brakes, otherwise it's not really a fixie.

thing about bicycle is that the component can be swapped easily.
you can spend serious money on it, and then move those part onto a better frame.

It's perfect. Don't spend too much money on it, but give it the right kit (UTFS innit). Then ride the shit out of it, don't worry about scratching the £100 paintjob or the £300 wheels that you won't have, don't worry (too much) about it getting nicked, and save up for someting 'nice'.
