[guessing] The white trek owner is running lower profile wheels (with nice braking surface) for training. He/she may have some more expensive/uncomfortable deep section carbon tubulars for actual TT'ing [/guessing]

I was thinking the same. Although if taking a picture they could have slipped their best wheels on. Unless photo was taken by the bike paparazzi.
