The way to argue that is to agree, and point out that it's worth paying more tax for it and that other unfunded areas need priority too... why grit roads when we can't even keep rail networks up? And things like heated pavements for heavily used shopping areas. Clearly we'd need to raise income tax a few pence on the pound to bring this stuff up to standard, and you agree with him about the need to raise tax to pay for it... afterall, it's the principle.
