I rode 44x18 (65.4 GI) when I started riding trix and I really liked it. I now think it's a little easy. I'm currently riding round on 50x19 (70.4 GI) which is maybe a little hard for tricks, or perhaps ok but not for me when I started.
46x18 (68.4 GI) might be just about right to potter around town on but still be able to pop a wheelie. It'll make a huge amount of difference if you're back wheel is as far forward as possible. Mine is about 2-3mm away from the frame. Also some nice 2-3" risers and an upturned stem will help you pulling the front end up.
There are also a few people out there riding trick bikes on high 70's GI and that's to get more speed for tricks like wall rides and generally more bmx style tricks. If you're starting then it's easier on the mid-high 60s GI.
