how cheap are you expecting? possibly best/cheapest to buy an old road bike with horiz dropouts, remove all surplus parts and then get a track hub and build a new wheel.

If you get all the parts individualy I think you'll be very hard pushed to do it under £200... even with freebee's....and assuming you don't get carried away...which you will..
....and the bike you'll end up with won't be any different from a full road bike converted.
Just have a quick think about the total number of parts on a bike and what postage will be on each part.
