don't, 0'3" is bigger difference than you'd think.
get tape measure, go to the Specialized website, find geometry of said bike, write it down, go to your local shop, try out bike that has similar sizing (like a Specialized road bike), and measure that one too, check if data (although will be different) is similar.
good way of being sure methinks.
