It's a bit of dust on the Negative left during the scanning process, didn't have the budget to remove all of the dust.

amazing to find out it was made by a forumenger!
congratulations, i thought it was brilliant. I used to know a lot of people just like the characters in your short, and I have witnessed a few scenes that were harrowingly similar. Brilliant. Congratulations, again.
