You can do it with a hand drill- I have done 3-4 this way and they have all been fine, but they have also all been beaters.
Edwardes use a chap who has a pillar drill, so it is accurate- far more accurate than a hand drill can ever be.
On bikes worth more than £50 for the frame I'd use Edwardes or similar rather than holding the forks down with my foot and having at them with the 18 volt Bosch.
