I asked this question as well not so long ago on here. Searched, read everything that all the internet gurus had to say. Then horatio stepped in and just stick the wheel in there and tighten it up. Did it nice and slowly on each side. Chainline is just peachy.
Note - This was on a cheap carbolite pug frame. Definitely not a good idea to do it with something nicer i'd imagine...
