Either pursue a breach of the RTA through the police or push up the offer by the insurance company for without prejudice. Either way the guy is going end up paying and get a fine or a jump in his premiums.
Of course it may be nice to send him a letter pointing out that he may have paid less by dealing with you direct but at the end of the day some people are spineless twats and there's not a hell of a lot you can do about it.
