depends which way wind is blowing but avg speed can be around 17-20mph. Two of the strongest guys are quite good testers and ride fixeds of something like (48-15) and (39-15) and will often break away off the front and average over 22 mph. will that work for you at 90-100 rpm?
me i ride much less often but have got good at drafting ;) best thing to do is come along and check it out ,we go bexhill and out to pevensey - you can always peel off and go do some hill training if your finding your spinning out too much.
I was thinking of some ways you might stage your moped race -
Tuck in behind the moped's draft for a short sprint of say 50m and then pop out at last second to beat him on the line, Cav style.
chicken run: pick a halfway point, maybe a zebra crossing on the seafront. both race towards it - make sure you have the tailwind and slight downhill grade.
Team Pursuit: get some of our guys to lead you out in a train, arrange for a faster moped to come past and pace you.
I can ride my old steel winter hack roadbike at nearly 30mph for a mile drafting the traffic or the fast fixie guys when the wind is right so not impossible.
just get the moped guy to ride a bicycle, then you'll whip him.
