one point, an alloy can be based on steal iron (steal / crmo ) or aluminum (7000 series, 6000 series) or titanium based or lots of metals, unfortunately the term alloy gets misused in the bike world far to often when referring to aluminum.

/p.s.
i will presume by the question about horizontal dropouts that you want to replace vertical dropouts with track ends. why? why also, are you talking about a "smaller" crankset. do you mean shorter cranks?
straight fork will be weird handling, but most trick frames will be barspinable even if the forks have rake.
i also presume you don't mean best trick frame as you talk about cheap frames. in that case, volume cutter.

A BMX will work fine, if you want something bigger (and ultimately awesome-er), get a 26" SS MTB.

that's called a bmx, they've been designed for the job an all, and they sometimes come with 360 spin heads so you can do them bar turn things what are all sweet an thaaaaaaat!

the next Project should be a fixed Bike now.
After i found your board i want to ask the following Questions:
What is the best Tracke Frame for Jumping, Tricks and so on?
Steel or Alloy?
I found Leaderbikes, they are cheap, but are they good?
Straight fork to twist front wheel?
Another Question is how it would be to weld new horizontal Dropouts into a Steelframe?
Does that fit in Combination with a shorter Crankset?
