Personally i think that looks almost ready to go. I wouldnt bother repainting it as the paintjob looks in pretty good nick, just replace the saddle, put some nice sweeping bars on it, remove those hideous lights, tidy up the cable routing and possibly replace the mudguards and your good to go (depending on condition of the wheels/cranks etc of course)
