yes, call him tell him you want to buy, try and meet at his house, see the bike, take its frame number , check if stolen lol.
i have no bloody idea to be honest. But im sure there is a way if you are dedicated enough.

You can report dodgy looking things on gumtree, just put a bit of evidence together, I think this has worked for me (but didn't watch it closely)

Other than it's a cheap-ish bike and it's n Gumtree, why is this nicked?
It' a 20+ yr old racing bike frame, with front facing rear dropouts and lugs for an old style pump. Could've picked that up for £20 quid from the local paper or even occasionally off Freecycle. Saddle looks old and cheap, seat post looks orignal and is pretty rusty, pedals are crap, wheels don't look anything special, handlebars look like alu that just had the old manky tape stripped off and shined up a bit.
If it's someone who tarted up an old racing bike with white Hammy, stripped off the rear brake and set it up as a single speed - maybe even fixed if they jammed up the freewheel - then so what? Sounds like a reasonable asking price for a pretty simple fg/ss bike. I mean, it could be stolen. But given the asking price for what it seems it be made of, it doesn't seem "too good to be true".
I was doing exactly that this weekend - stripping an old bike, ready to repaint with white Hammy - because I want a crappy-looking beater bike that I don't have to fuss about getting nicked when I lock up in shady places or I have to leave it overnight somewhere.
There are loads of old threads on here suggesting that people could strip an old bike down and set it up as a reasonable fixie in a day. Theres nothing other than the seller using the wrong jargon (SCREAM!) that says to me anything other than someone trying to make a few quid from tarting up and reselling old scrap bikes.

Seriously, have a chat with him. If it's just someone making a few quid breathing life into old bikes by turning out "trendy fixies", he should be encouraged. I'd rather see old bikes tarted up and back out under somebody's arse than hitting a landfill.
If he rides what he sells, you might even get him to go to East beers. Just watch him if he's eyeing he bikes up or asking how much yours is worth. ;-)
