Commuters seem to think high viz works in the dark and that it keeps working when it's been washed 1000 times to a pale yellow so they don't need lights.
Personally I am lit up like an Old Compton Street Xmas tree with front and rear lights on bike and my bag and a pair of those Twon'fro reflectors.
