It will work, the chart is pretty conservative at both ends. If I were running 28s, I'd try to find a rim with a 21mm internal width and then settle for a 19 because nobody makes 21s for rim brakes.
2010 is going to be all about wide rims, but only "wide" in the sense of 23mm overall width for road racing and >35mm for XC MTBs.
