Why should one place a higher bid when he's the first one?
This is a way to get a real bargain.
I guess the seller will contact the bidder with a mail, stating how much he wants at least.
It's more clever than placing a bid of EUR 500 or 1000 right away.
Unless you really want the item and don't what price you have to pay.
