Benny Brouwer from the small place Balkbrug used to be an amateur road racer in the 1980 or so. E.g. Batavus team for a couple of years.
He owned (or worked in, financed by other people) several bike shops and went bankrupt at least 10 or 20 times.
Nowadays he has a bike shop (again) in Zwolle.
I guess he stil owes money to a lot of people...
He liked to be profiled as a frame builder and was even photographed with a torch, but I really doubt if he ever built 1 frame himself (I mean a frame that lasted > 1 year).

The small decal with Italian flag on one of the pics reminds me of dutch wholesaler Henk Kokke (Cornelo bikes), who supplied to customers with a bad reputation, too.
I think there is also a link between Brouwer and Clemenso (Belgium).
