that depends entirely on the individual and their leg/torso length.
maybe he needs to find out his correct size with a 'normal' stem length of 100-110 then ask for a frame with an effective top tube within a cm of this ideal length and pick a stem to suit.
or is that far too sensible? just buy something that you think looks cool.
and wtf has "alu or steel' got to do with it? or are you confusing material of construction with sloping/compact or traditional geometry.
