Unless perhaps they are new to the area and haven't had are a bit niave to the ways of the world.
When I first moved to London, Brick Lane was touted as a good place for second hand bikes. One guy there seemed fairly genuine as a second hand bike trader and was offering reasonable bikes at a decent price. Had I not decided to go looking around other places then I probably would have unwittingly bought a hot set of wheels.
